After reading the Brown book, I suggest going on to read “Predatory Bureaucracy: The Extermination of Wolves and the Transformation of the West,” by Michael J. Robinson. Chapter 27, entitled “Detectable Ambivalence,” deals specifically with the Mexican wolf program. But read the whole book. Much of it is pertinent to the situation in the Northern Rockies, too.

You do get used to it after a while. I still take sleeping pills most of the time, and when my husband snores I use ear plugs. I am a ridiculously light sleeper and wake dozens of times a night, and get up really early. I make sure all my clothes and stuff I need in the morning are in another room so I can literally wake up, leave the room and close the door so I don’t wake him up. There are some helpful hypnosis tracks that you can download – Paul McKenna’s I Can Make You Sleep is pretty good. Earplugs generally help me. Eliminate all caffeine. Make sure the bedroom is dark and make sure the bedtime routine is quiet and soothing not boisturous.

To be quite honest, I don't know what I would have done. What I actually meant when I said “problem” though, was not what happened after May 13, but what actually CAUSED May 13. I think, the govt at that time probably did what they could to their best abilities. Or at least, that's what I would like to believe.
And you're right. The NEP, which was put in after the May 13 incident, was a solution proposed at that time, for those circumstances. Without fine tuning it to suit these times today, it might in fact be creating problems in itself. Not to say that it didn't help back then, just maybe certain things need to be reviewed.

Or try the missa solitaria, mass said by the celebrant without a congregation or a server, unknown before the seventh century.
Or the penitential rite, introduced into the mass some time between the third and the fifth century, but certainly forming no part of the eucharistic celebrations of the apostolic church.
