The conscience, like a compass ; how can it be trained?
By nature, humans are born with a conscience. This is apparent in the universal laws that were at some extent a part of every culture. At times and in varying degrees, people are naturally moved to act in harmony with their inner compass, even without laws.Romans 2: 14, 15. What can a person do to to improve," fine tune" the conscience so that it works even better?
nothing teaches a child like parents. pass or fail falls on that one universal truth.

Not all humans are born with a conscience. Look at some people I beleive didnt:

Charles Manson
Thats on a large scale – I have met plenty of petty criminals when I was younger that didnt either. The jails are full of them.
To fine tune your conscience, try to grow a little spiritually each day and remember that when you choose the wrong road you are not doing God’s will.

Everyone is born with a conscience, even mass murderers. A Biblical example of being born with a conscience would be Joseph. (Genesis 39:7-9) 7 Now after these things it came about that the wife of his master began to raise her eyes toward Joseph and say: “Lie down with me.” 8 But he would refuse and would say to his master’s wife: “Here my master does not know what is with me in the house, and everything he has he has given into my hand. 9 There is no one greater in this house than I am, and he has not withheld from me anything at all except you, because you are his wife. So how could I commit this great badness and actually sin against God?”
Joseph had no laws, Biblical or man-made, to govern his actions, yet, he knew that it would be a sin against God and his master, Potiphar, to have sexual relations with Potiphar’s wife. At that time, Joseph was a young man, who could have easily been seduced by this woman. So how was he able to refuse her and remain chaste? He was born with a keen sense of right and wrong. It’s also obvious he was well trained by his parents to maintain his faithfulness to Jehovah and keep his conscience unmovable!

First you have to learn from the bible how God wants you to act…the parameters of right and wrong. Then you will know to keep within his standards….
Each time you find yourself thinking of doing bad switch gears and start thinking of the reward we get…paradise forever.
