Public affairs is not a specific branch. It is a functional area / Career Management Field of the AG (Adjutant General). Any officer who is already branch qualified can be the PA. It is usually an additional duty for most officers. http://www.us-army-info.com/pages/branches.html

Well their Officer MOS is 46 so that makes it specific to their own branch and training. So I doubt they are connected with Jag or others.

It appears to be a functional area for officers already fully qualified in their branch.
