Interesting video, but the definition is much too limited.
It should (or used to be) relating to structuring social systems and social influences such that the society under that system can be manipulated for various positive and negative reasons. Social engineering/manipulation has a much wider application – here it’s a very narrowly defined to duping, really tricking somebody – nothing more than that.
